  1. Expose a smaller attached pilot chute to the main chute. To pull out the main on descent.

  2. First of all, I would caution you against making our own engines as this is an area that require a lot of expertise. Some books are available on the subject, such as the Amature Rocketry Handbook. Estes has spent a lot of time on developing safe and reliable engines, as have other companies. If you are competent to make your own motors, then you can simply include a tracking and a chute deploying charge integrally with the motor. Other methods can be used, including an electrically fired charge using a timer or an altimeter to determine when to set off the charge. One method that should work is to use a compressed gas cartridge such as a CO2 cartridge. even a compressed spring could be utilized. Any method is going to have a learning curve, and some methods will work better for small rockets and others for larger rockets. Before trying anything, you must learn as much as possible and ask a lot of questions. I think you should seek out experts at model rocket events and meetings and try any ideas in dry runs to see if they work and are reliable. Do not try any of my suggestions without learning what you are doing, and realize these are only general ideas and require engineering knowledge to implement safely. Best Bet? Use commercial engines like Estes makes.
