Question about Postage?

My question is: Will 2 of the freedom stamps be enough to mail a 9x12 envelope?

The only things in it are a letter and a 8x10 photograph. So it's not like it's heavy or anything.

I am an autograph collector, and on the site we post feedback on, I've seen some successes where they sent out a large envelope and only had 2 stamps on it. I didn't know if it is allowed or it was just missed or something. Normally I put the 2 freedom stamps on, and then 2 $0.10 stamps on it. If I only need the freedom stamps, I'll be saving myself $0.40 each time! (Since you send out a SASE with the request)
