Question about Schengen Visa?

When I apply for the Schengen visa as an American citizen, do I write down the names of my birth parents or of my legal parents?

your legal parents only, are you adopted , or were legally by name raised by another family ? if so ?  the name of the people who's name you are now carrying .

and ? as an US citizen ? might you know ? you do not need a schengen visa ....

as an American citizen , most countries in the EU (European countries ) do not require a visa ,unless ou stay over a certain period of time ,

Whatever's on your birth certificate. Write a seperate note of who your legal parents are and if there are any specific custody orders (eg that take away any priveldges of the birth parents responsibilities).
