Suggest a washing machine for me.

requirements:

total cost (including shipping fees, taxes, etc.) 200 to 450 dollars

the thing for releasing leftover water must be on top (sorry for my english, if possible tell how to say it properly), so that I drain the water from the top to bottom (washing tub)
