What does it mean when you call someone and the call just rings and rings for along time and it does not go to the voice mail

It means they don't have voice mail, or it has not been activated yet, or it has been disabled, depending on their situation.

Tell them about it, definatly, they may be issues with their phone service.

IT MEANS THEY PROBABLLY DONT HAVE A VOICE MAIL

They may have call waiting and just a regular answering machine.  

With call waiting the phone just continues to ring if the party you are calling is on the line.  

With a regular answering machine, it will only pick up if the caller is calling and there is no call waiting going on.

It means the vice mail is not picking up the message or the voice mail isturned off, or there are too many messages in the voice mail , delete the message and so a power cycle it will work
