Question about an international driving license?

I hold a lebanese and an egyptian driving license and i am living in france and i am going for an internship in dubai and i wanted a international driving license but i am not passing by neither lebanon or egypt!! So is it possible to make an international driving license in france with a foreign driving license??

no you cant

you must either get a french license then apply for the international driving license or send your lebanese/egyptian license to someone in the country an let them apply for you.
