why didnt batman not go to help harvey and send the police to help the women i mean its possible both could have been saved

Batman didn't send the police after Rachel.  He was going to rescue Rachel himself and let the police get Harvey Dent.  But the Joker knew he was going to do that so he switched their addresses, sending Batman to Harvey instead.  

As for why did Batman choose to save Rachel over Harvey?  Because she was his childhood friend and the woman he was in love with.

The Joker knew that Batman would be the only one that could get to either on time. The Joker also knew the police wouldn't be able to get to the other one on time - and the police do try to get to Rachel Dawes, although they show up too late.

EDIT: J_Malachai is correct. The Joker fooled Batman into thinking he was going to Rachel Dawes' location.

That is what happened... Batman sent the police after Rachel... That's why Gordon was there when she died.

Even then they wanted Harvey to live because he was the white light of Gotham, as said a thousand times throughout the movie....
