  1. "Is this bad?" - No, not at all.

Will it raise the electric bill? - very little, ceiling fans don't use much electricity.

    Eco-safe?  Why wouldn't it be??

Will it break the ceiling fan?  Why would it? Ceiling fans are designed to be run, not looked at. If you have a good quality ceiling fan, it will last for years.

  2. No it is really not bad per say. Yhe only issue with your fan is the quality of the motor. If it is a quality fan it will last you a good long time. Of coarse it will raise you electric bill some. But it does use less electricity than an A/C unit so energy consumption is less, especially if the A/C unit is off. Is it eco safe? Well that depends on your furnishings and the products that they were made of. It is always a good idea to freshen up the air in your environment occasionaly. You are on the right track. Use your fan, turn the A/c off when possible and don't be overly concerned about your fan breaking. just remember to look at your fan's instruction book and do the suggested maintenance and you should get your moneys worth.
