Question about clear seal water filter

i got a few tropical fish with a clear seal 200 submersible power jet filter which is made for up to 15 gallon tanks.

Am just curious about the spray bar that comes with it. i know that it oxygenates the water really well but it also makes quite alot of noise so am wondering is it possible to actually submerse the spray under water because it makes alot less noise but does it still oxygenate the water?

I also had this problem. The solution is to put it under water so it does not make noise, but now there is no oxygen, so you add a airpump with a airstone. ALWAYS HAVE A AIRSTONE AND AIRPUMP IN A TANK- basic rule.
