  1. It sounds like you may be applying for a grant, trying to get a government or sba loan , or become a local or state government employee or vendor, but this answer should help regardless.  

    Community Development processes could best be answered by your local community development corporation or your city planning department. Community development typically relates to some major housing or business programs or projects that improve your community.  The processes are the "ways" your are going to accomplish that.  

    Another great resource would be to call your city council person's office or mayor's office and set up an appointment to learn more.  Try to connect with someone already doing this work in your community.  Use a good search engine to look up "community development in (insert your city, county or state name here.)"

    Capacity building concepts and delivery is different.  I like to call capacity building "teaching them to fish."  Capacity building basically means you are doing something to increase (build) the ability (capacity) of an organization or a person(s) or even a city, so they can (1.) "do more of something" (get more business, serve more people, house more homeless, etc.), or  so they can (2) "do something they are already doing, only better."  

    Some of the concepts (ways) are education and training--teaching people new skills so they can either do their job better or learn a new job; another is information--providing people the information they need to accomplish their work, i.e. connecting them with resources (help).  

    An example:  The charity I work for provides "capacity building services" to other nonprofits so they can learn to raise funds and manage and build their organizations.  We do this through workshops, operating a library for them, offering them information and referral services by phone, our website and email.  All of these resources (help) help them gain knowledge and improve their skills--increasing their own capacity to do their work.  

    Capacity building "delivery" is generally "how are you going to get your help to them?"   You can help them in-person, by having workshops or meetings, setting up a website and emails,  etc.   Think of this as the "pipeline" through which your "product, services or information" will flow from you to them.
