Question about dcf in ct?

i have an unsubstantiated dcf case open and they are bringing me to court for out of home placement based on past involvement with dcf wich is a closed dcf case could the actually do this if so what could happen my case that is open now is unsubstantiated and this doesn't make any kind of sence to me since our case is unsubstantiated
