Question about elevator bits

When putting on a 3 ring elevator bit, do you put the cheekpieces on the top ring and the reins on the bottom? A new horse uses one and I've never used one before. Also, isn't this bit usually used to elevate a horses head?

I used one of these bits on my horse and it caused him to tuck his head in and down , its too much poll pressure, even for people with very light hands like me.
