Question about growing a dwarf pear tree?

We have just potted some dwarf fruit trees and one is a pear, the others have all sprouted new leaves, but it's hard to tell if the pear is doing anything. Is this normal? How do I tell if it's growing?

dwarf trees are sometimes grafted .

sprouting leaves and stems from the very bottom should be pruned.
