Yes, they do work, or at least some of them do.

The person who said about salvia not making you trip was lying or misinformed. Salvia is one of the stronger legal highs and in quantities of 20x+ you will get very strong visuals, senses and huge hallucinations IF done correctly in a bong/pipe with alot heat as it burns at a high temperature.

For weed subs, id suggest'spice' if you can still get it where your are, otherwise, 'smoke', 'blaze, sun blaze (stronger), Original gold, magic silver or gold. These work good and the only main difference is that theya take around 15 mins to kick in.
