Question about my love birds?

Question

I have 2 love birds. One is Yellow and one is a lime color.

The lime colored one has yellow spotting on it's head. Why is his head changing color?

and how long do you have to wait until they can have babies.

and how do you tell if they are a boy or a girl.

i think that the female is the bigger one but i would ask a vet
