Question about relocating seats for the Daytona 500?

I have tried to call the number on the papers sent to me, but I keep getting a busy signal. Are there others who have tried, or does it have anything to do with the fact that I'm located outside the US, and maybe they don't accept international calls at that number?

I was kind of expecting to get a message like "all our lines are busy" etc, but I only get the busy signal, so I was wondering if people from the US just get that one as well?
