  1. Go to a good bike shop and ask.  Women's bikes are different to men's and so are some juniors.  Some people prefer a long reach and some short depending on your age, back length, flexibility and also how much riding you intend to do.  Speak to an expert who loves to cycle and will want to sell you the bike that is ideal for you.  Most bike shop owners fit this bill but check which bike shop your local road cycling club use.

  2. Yes, I  concur that a bike shop owner can be very helpful in that respect. They know when the height of the handlebars, for example, needs to be lowered or if the saddle needs to be lowered or adjusted. They are more than helpful when it comes to these things.

  3. Some bike shops have a method called "The Fit-Kit."  For a fee, this procedure takes all you pertinent measurements applies them to a program and will print out dimensions for a "perfect fit" bicycle.  Years ago, I had one done when I got serious about cycling.

  4. A really rough estimate, just a place to start, is to sit in the saddle and put your hands onto the brake hoods, the rest of your body in its normal riding position. If you look down at the front wheel, you should not be able to see the hub. It should be lined up in a straight line with the bar, obscured from your sight.

Be aware that this is a starting place, a rule of thumb, and a generalization. You should tweak the bike from there, making one small adjustment at a time as you ride the bike. The proper adjustment will also change as you get in better shape, too.
