Question about scholarship in the USA for international students?

I dont live in the US, and I have given examinations on the British board known as Edexcel for my High school examinations. I intend to study in the USA and am looking for a good scholarship

I havent given TOEFL examinations, but I am fluent in English and have an A in my O level examinations

Since I believe it is a must to give my SAT I have decided to give it this November. I was wondering what scores could be considered competitive enough for a good scholarship in a modest University

I intend to study mechanical Engineering or related subjects and I have a GPA 5 on all my previous results. For extra curriculum activities I speak 3 languages and about to finish another one soon, and I play the guitar, and have been on the school soccer team

I am not expecting Harvard or Yale, but I would settle for any renowned universities

What should I target on my SATs? Can a score of between 2100 and 2250 be considered good?
