Not "always", of course not. Sometimes they're sleepy, sometimes they're hungry, sometimes they're angry, etc. But they are horny a lot more often than they used to be, and more often than they will be when they grow up. It's because they've just discovered strong sexual feelings and there's an abundance of extra hormones saying "Go! Go!". Being in good health, as most teenagers are, also adds to sexual readiness.
