If a new border fence were proposed today along the California border with Mexico what kind of issue would the California Environmental Quality Act require be reviewed, pursuant to the act before the border could be built?

                Unfortunately CEQUA does not apply to Federal Government projects. U.S. Constitution and supremacy clause. The Federal Government further restricts application of the National Environmental Protection Act (NEPA)where "national security" is involved. Hence, one rationalization for Immigration issues placed under 'Homeland Security'. I still see in the name "Homeland Security" hallmarks of the Third Reich...but I digress.

              Until BUSH and his McCLONE are out of government, this project will haplessly stumble forward. It will fail as certainly as the Maginot line and the Great Wall of China. Those refusing to read history will be doomed to repeat it.

               The fact that McClone graduated 493 out of 498 (+/-) is proof the American public does not expect much intellect from its leaders.  

                This fence could be built if proposed today and is being built today...
