Question about the Postal Annex?

Sorry, I'm kinda new at mailing things (I'm 15). You can bring packages there and mail them, right? Will they let a 15 year-old go there and mail by themselves? What is the process? Thanks

They don't care how old you are.

All you need is a properly wrapped package with clear return and destination address and sufficient money to pay for the postage and any insurance you might want.

Just show up at the post office with package and money in hand.  The clerks are generally helpful.
