Question about the terms “U.S. National” and “U.S. Citizen”?

Why are the people of American Samoa “U.S. Nationals” rather than “U.S. Citizens” like the people of Puerto Rico or the U.S. Virgin Islands?

American Samoa is an "unincorporated territory" of the U.S.  Only certain parts of the U.S. Constitution apply.

I think a national is a person born here and a citizen is not
