Why are the people of American Samoa “U.S. Nationals” rather than “U.S. Citizens” like the people of Puerto Rico or the U.S. Virgin Islands?

  1. I think a national is a person born here and a citizen is not


  2. American Samoa is an "unincorporated territory" of the U.S.  Only certain parts of the U.S. Constitution apply.
