I guess this is part of some sentence like "Itsumo kokoro no naka ni iru"? You need more words after these two words for it to make sense but anyway,

istumo = always

kokoro = heart

e.g. Istumo kokoro no naka ni iru = Always in my heart

Tarah's kanji is no where near correct.

Itsumo 何時も (what+time+mo) Always, usually, everytime, never (with negative verb).

Kokoro 心＝ heart, mind, spirit. (not the organ heart)

So, it's like "always on my mind" or "always in my heart" but missing the particles.

Itsumo: always, usually, every time

Kokoro: heart

Always heart, always in my heart, etc.

Kokoro - 心臓 - Heart

This does call a starement though.
