Question on Dynojet Dyno reading on Vstar? Lower the number on Air/Fuel Indicates what?

I had my Vstar 1100 ran on a Dynojet Dyno on the side scale of the Air/Fuel chart it drops below 10 in the top end. They Dyno technician said this was Lean. My personal Mechanic said the lower the number the richer. I have no idea who is right?
