Question on applying to a CSU.?

i graduated in 08. I'm currently taking a year off to take my SATs in October so i can apply for a CSU for next fall. Because i never took my SAT in my senior year. I was planning to go to a city college but ended up really want to a 4 year. My question is that i apply for a city college but not end up taking any classes cause i wanted to go to a CSU, by applying to a city will it effect my CSU application?

If you just apply, but don't enroll, that shouldn't have any effect whatsoever.

If you complete any college units, however, you will be considered a transfer student, which may make your application process more difficult at some schools.  I'd recommend looking at the web site below for more information.
