  1. First of all, why was it delivered to the wrong place?

Is it the error of the buyer who gave the wrong address? If so, the seller can argue that he/she was given a wrong address. In fact, if you leave a negative feedback for the seller, the fact that the buyer gave ebay a wrong address can be grounds for removal of feedback

    --------------------------------------...

Feedback left by a member who provided eBay with false contact information and could not be contacted. In general, the transaction period is considered to be 90 days from the end of the listing or 30 days from the date the feedback was left, whichever was longer.

    --------------------------------------...

What will happen to the person who received the item? If the item was misdelivered to a wrong address, then the person who received the item -- who is neither the buyer nor the seller involved in this transaction -- has no obligation to ebay. Of course, the right thing to do is to return the item to the sender if the item is not theirs in the first place.

Will there be legal actions against him? If the item was misdelivered, how would the seller or even the buyer know where the postman delivered the item? How can he/she be tracked when nobody knows what address the item was sent to?

Will the money be refunded back to the person who bought the item? It all depends on whose fault it is. If the buyer gave wrong address, the seller is not obligated to refund. If the seller has proof of delivery, the seller can argue that he/she has sent the item and if the buyer did not pay for insurance, the seller cannot be obliged for Post Office mistakes. If the seller wants to please customers, some refund the buyers and consider the sale simply a lost sale
