Question on immigrating to Canada from Philippines.....?

So my friend lives in Philippines and her family wants to immigrate to Canada. She's a RN (nurse) and the husband is a seaman. the oldest kid of their is 21 or 22 years old. So she read the requirements to immigrate, but the 1 problem is she needs to know a friend/relative/or employer.and she doesn't know any1 there. but all her relatives r in the USA (but i don't think it would count) is there any way to get through this. and pls link some websites too. also is there any open jobs 4 RN in Alberta or somewhere in Canada???
