Question on obtaining drivers license/ immigration issue?

Okay so here is the situation... I was recently married, my husband is from Jamaica. He came to the US legally and has been employed legally for the last two years. About 3 months ago he had to apply to renew his visa. He was denied due the the limit in numbers that they are allowed to renew. We have filed all the papers that will allow him to be a legal resident. Unfortuently it takes quite some time for those papers to be processed. Sense he was denied renewal his drivers licence has expired ( 30 days ago ) and is now not valid. He has a passport and social security number. Does anyone know if he is allowed to get a drivers license anywhere? If so how would you suggest going about it?

North Carolina or Maryland

He should be able to obtain one in the state of North Carolina as he has a Social Security number, passport and probably   I-9 from work.
