after studying as an international student for 3 years can i start paying home fees

No, absolutely not.  The residence requirements explicitly state that, to be considered as a home student, you need to have been ordinarily resident in the UK for three years before your start date, but NOT if the residence was either solely or mainly, due to receiving higher education.

Clarify please. I dont quite get your question. I am a Filipino yet I am studying here in UK at Queen's University. I am an international student.

1) get a national insurance number

2) get a national health number.
