  1. Do you mean government employees or people as a whole? There's plenty of people who learn and expand their skills through means other than on the job training in the private sector.

  2. What do you mean, why can't they learn on the job?  You mean starting a job with aboslutely NO skills and having your employer train you from scratch?

That depends entirely on the job.

If you are referring to apprenticeships, I would agree that we should be doing more of that.  Plumbers don't need a college degree to make good money...and there's no reason why high school kids couldn't work with local contracters to learn the skills they need. (This goes for many vocational pursuits.)  Either give the kids credit toward school grades, or pay them a stipend until they are ready to start work full time.

On the other hand, it would be ridiculous to force employers to fully teach and train all of their employees.  Accountants need a high degree of math skills to do the job.  If you can't learn math in school, why do you expect an employer to teach you that?  Get the basic skills you need in school, then go show an employer that you are worthy of the further effort they would still need to train you for a specific job.

School gives you the basic skills for learning.  Even if you get a college degree, you're going to learn 95% of what you need to do your job after you get hired.  That's just the way it is...but that doesn't mean the first 5% is not important.  I'm not going to hire some kid off the street not knowing if they have the basic aptitude required for the job.  Show me you can hack it then I will take a chance on you.
