Question regarding waiver wire on Yahoo Fantasy Football?

If the season hasn't started, and no players have been dropped or added, then why when I went to go pick up a player. I have to put a waiver claim on him? He wasn't dropped by any owner. I didn't see anything in the answers that yahoo gives regarding having to place a waiver claim on a player if the season hasn't started.

The waiver wire is determined by the order of the draft.  Let's say you picked first in the draft and wanted to claim someone off waivers.  You would be ranked last in your league to claim off waivers.  A certain time period needs to be met before a player can go to a team trying to obtain him.  If someone who has a higher waiver priority wants the same player you do, you will lose out because he has higher priority.  I don't think it has to do with whether or not the free agent was dropped by a team, but maybe has to do with league rules.  I know I changed the set up of my league so the waiver wire wasn't in affect.  Hopefully this helps.
