Question related to American phones?

Trying to call my friend in the USA, I have spoke with them before on this call so I know it worked. However now the following things have happened.

At first I got this message:

We're sorry you have reached a number that is disconnected or no longer in service. Please try again later.

or, other times, I have engaged sound, like it rings then goes busy, also I have had it just be fast busy sound. Other times it has rung like any normal time and no message etc but perhaps they were not it.

Can anyone shed any light on this for me, I has the assumption that first msg ' number is disconnected or no longer in service ' means that if its just disconnected, person has the number and phone is turned off.

  1. We're sorry you have reached a number that is disconnected or no longer in service. Please try again later. = the number has either been permanently disconnected, or may have been temporarily disconnected by there phone company for not paying the bill...

    or, other times, I have engaged sound, like it rings then goes busy, = normally a defect on the line, either a line card at the switch, or defect with fiber optic card at the CEV

    also I have had it just be fast busy sound. = all circuits are busy

    Other times it has rung like any normal time and no message etc but perhaps they were not it. = most phone service now comes with voice mail, some people prefer an answering machine and do not subscribe to voice mail, most likely they do not have voice mail on there line and any of the following - 1. they were on the other end, and didnt answer the call waiting, or did not know how to answer the call waiting. 2. they were not home or available to answer the call. 3. there is a trouble on there phone line

  3. Could be any number of things, maybe they have move or changed their number, not paid the bill....

    If it ring and then goes to busy then it could be a fault on the line or no capacity in the network (rare but possible).

    I would call the international operator (155 I think) and ask for their help in connecting the call, they can see who the service provider is at the remote end and have contract who the can call to help.
