Questions About PAYPAL! PLEASE ANSWEAR! thanks?

so im thinking about getting a paypal account and i checked the website to see if there were any fees and one section says "Receive payments funded by Credit Card, Debit Card or Buyer Credit" heres the link to the page...

Does that mean that if the person pays with a debit or credit card i will be charged with the fees that or that if their paypal account is registered with a credit or debit card i would be charged with those fees?

i also want to know if i could make a paypal account with one of those pre paid credit cards?

pay pal debit care is good to open, go to their website and fill out a personal application , answer a few question, and that is. their is no fee if you use pay pal debit card or credit card, and also you can add any bank credit card into pay pal account/
