Questions about California Highway Emergency Call boxes?

Everytime I drive on the freeway in Los Angeles County I'm noticing many of the emergancy callboxes saying out of order. The callboxes have an X symbol on them and say dail *228 from your mobile phone. Are these callboxes out of order or is the State removing all callboxes?
