where can I find boxer shorts with cartoon characters?

like little kid ones, haha. but for me.

preferablly a chain store, like target or something. not an internet store.

and the looser kind?not the skintight spandex.

Try walmart or old navy.  They usually have cute boxer shorts of all colors.
