Questions about ebay and paypal?

on ebay account i had 1 alert and it said

"eBay PayPal Payment Reversed -- Action Required"

Outstanding Payment Due: $3.94

We are writing to alert you that your balance is not paid, because PayPal declined eBay's attempt to deduct your payment from your PayPal account.The payment failed because PayPal has indicated that the agreement authorizing payment to eBay needs to be updated.

what is that mean? why do i got to pay $3.94 for

what's the $4 on balance? do i have to pay it?

Was this an email you received? or did you go to ebay and log on directly? I know that sounds like a common phishing email getting people to go follow a link and log on with their ebay or paypal info only to be logging onto a phishing website.

IT LOOKS LIKE YOU DON`T HAVE ANY MONEY LEFT AN YOUR  CREDIT CARD, OR  YOUR PAYPAL CARD.
