  1. you are supposed to file a flight plan, although I never do if I'm taking a short flight. When you take off a runway there is always a wait for clearance if it's manned, meaning there is a controller, and it depends on where you are going if you need to bank to get on course. You don't need permission to turn or bank if you have flown off course as long as you are clear to do so if you are flying VFR (visual flight rules). I have no idea what your 3rd question is, so I don't know how to answer it. I have been a private pilot for 15 years.

  2. 1) In the USA, all IFR aircraft are on filed flight plans and many, but certainly not all, VFR flights are also on a filed flight plan. VFR flight plans are a good idea but they are not mandatory.

    2)  If you are under ATC radar control you will be assigned a heading ("maintain runway heading", for example), and you cannot turn on course unless cleared to do so.

    3) The same is true when departing a non-radar tower-controlled airport on an IFR flight plan, and if there is a published departure procedure you are expected to follow it unless told otherwise. At a non-tower airport when departing IFR, you must fly the published departure procedure or follow the ATC instructions you received by phone or radio on the ground. If there is no published departure procedure, you are still expected to make all turns according to the established traffic pattern.

    4) Departing a tower-controlled airport VFR is a little different. The tower will ask your direction of flight and will expect a turn on course consistent with the traffic pattern, or they will give specific instructions. "On course" may again be to follow the published departure procedure.

    5) On any type of departure, IFR or VFR, you should not make any turns prior to passing the departure end of the runway or below 400 feet unless cleared otherwise by ATC. If it is an uncontrolled field, prudence dictates the same.

    6) An unrestricted climb means there are no airspeed or rate of climb restrictions and an intermediate level-off is not expected all the way up to your cruise altitude.
