-I would suggest being at least 18 years old, so you have time to promote your books. However, most successful authors have degrees in English. There's no definite age line, but there is a maturity line, no matter what topic you're writing about. Be sure to live up to it.

-There is no cost for it unless you're self-publishing. (NEVER publish a book on your own - if it's not good enough for a professional publisher, there's probably a reason. Self-publishing is a financial drain; you'll throw thousands of dollars into it and see very little of that money ever again. Beyond that, getting an actual publisher to look at your works will become next to impossible if you've ever self-published anything.) Most companies will charge around 15% of your royalties - when you get paid, they get paid. You should never have to actually give them your own money. If you do have to, there's a good chance they're cheating you.
