  1. tongue and arm

  2. The neurosurgeon Wilder Penfield did a great deal of work mapping how much of the sensory and motor cortices were dedicated to which part of the body. He made drawings that showed the brain and what part maps to what part of the body. These "homunculus" drawings are still used today. The best version I found is http://faculty.etsu.edu/currie/images/ho...

Using figure (a), it is easy to answer your questions. For the first question, the trunk, shoulder, and hip are relatively large body parts but they get very small regions on the sensory cortex. The tongue is a small body part but gets a large region on the map.

For the second question, the face, fingers, and lips have huge parts of the map, but the arm has but a tiny part.
