What is it, Fiberglass, wood covered in fiber glass, or something else, please give details it doesn't give enough, it just talks about the handle, and what arrows are good for this bow, I plan to get 24" arrows, is this good?

It's a fiberglass bow, with no wood in it.  This bow is mostly used in some boyscout camps.  Although these days with NADA being more active with camps that is slowly changing and the camps are getting better equipment.  There are certain things you can do to this bow that will make it shoot better, one is to get a real bow string, a good dacron string will cost something like $10 and will make the bow shoot much better.  Get a nocking point, or tie one on yourself.  You can buy brass nocking points for just a few cents.  Probably ask the people you're buying the string from to include a nocking point, most string makers don't include it.

    Take a paper clip and duct tape it to the bow to act as a sight.  This will help with your learning curve.

    As far as arrows go, the length of the arrow depends on your draw length.  Try to avoid fiberglass arrows, they shoot like c**p.  Get some cheap aluminum arrows, you will get much better result.  Easton Jazz arrows costs about $40 per dozen, some places will sell you in half dozens.  Unlike one size fits all fiberglass arrows, the aluminum has many sizes.  For a 20lbs bow, you should be alright using 1516's.  One way to measure draw length is to use the rule of thumb of drawlength = wingspan/2.5.  It'll get you close enough to your actual draw length, but a better way is to go to an archery range or an archery store and ask if they have a measuring arrow.
