I would say both A and B, although the wording of the answer choices ("targets of the law are directed...?) is not great.  And it's title vii, not title xii, of the Civil Rights Act of 1964; your question has it both ways.  This federal law is a key place where many of the protected classes for discrimination complaints are outlined.
