Can financial incentives be used to induce reducations in carbon dioxide emissions? If so, how? To what extent do ethical values govern the decision to pollute?

yes financial incentives can be used to reduce carbon emissions, BUT KEEP THE GOVERNMENT OUT!!!!!!!!!!! all that would do is s***w things up worse. if business found that there was money to be made going "green", you can bet they will do what it takes to make that money, and they will do it at a cost that makes sense.
