Quick Halo 3 forge question?

I'm getting halo 3 soon and I want to forge a little.

When I save a forge map, and play xbox live, does everybody need to download the map to play or could I just be like the leader or something?

Also, it says like how much each item costs....what does that do, I was playing with my friends and I didn't play any campaign, but I could spawn whatever I wanted, however many I wanted

if you are playing forge with your friends, then you can set the limit of how much you can spend.  Also, as long as your friends have the map that was forged, the forged version on your console will just jump to their console when you select it.

you get a budget for buying things to add to your created map.

With your buddies just be the party leader select the map wait for it to load then you should be on your way.
