Quick net force question?

Question

When a car is moving (I've canceled out the gravity force and upwards force)

<-200N--[_CAR_]-- 20m/s --->

Is the netforce acting on the object just 200N Left? Or do I take the constant speed of the car (20m/s) into consideration?
