There are around 740 cars that are available in the game.To get all the cars you need to buy every used, new, won and se cars to get them.  

The only thing is, they have slightly modified a car to give it a bhp boost and then counted it as a new car.  So basically there is a limit on the number of driveable cars, and then there's just the slightly modified versions.
