You are allowed 1 checked on back to take on the plane. Which will probably be the bag with your laptop. Your laptop must be under the seat during take off then they will tell you can take it out. Then when they are going to land everything must go back under the seat. And you are allowed one checked in bag to go under for cargo

You are allowed 2 carry-ons that meet the regulation size (not sure what that is). you cannot have any bags in your lap during the flight, everything has to be stored by your feet or in the bins overhead.

book bags have to be stowed under seats. you can have 1 book bag and 1 small roller bag, everything else has to be checked

Are you asking if you can take a piece of luggage plus a bag onto the plane?  

It depends on the size of the luggage; the standard limit on dimensions is 45 linear inches (length plus width plus height).  If it's bigger than that, it has to be checked.  

If it fits within that size, yes, you can take it plus one personal bag.  

There is no charge for carry on.
