RCA. 32" SDTV just purchased in July '07, now it will turn on but not off, you have to unlpug it,

32" SDTV just purchased in July '07, now it will turn on but not off, you have to unlpug it, and there is no picture or sound. Is this somethins that is repairable? Also I believe my cats have gotten behind it in partially unlpugged the surge protector it was plugged into, could this have caused it? Thanks!!
