RE Scatch on the black ball

I was hoping that you could help me situation.

Here it is.

Player A is leading Player B by a score of 70 to 63.
Only the black ball remain on the table.
Player A shoots the black and scratches the white ball in the pocket while the black remain on the table.
The score is now 70-70.

What is the next move.

Do we play the black from where it lies with the white getting spotted in the D or does the black get spotted at the top of the table and a one ball tie breaker is played?

Please let me know what the rules say.
