  1. I do not see any reason to limit the choice to only once since all three are things that need to be addressed and they should be addressed by all the groups you have mentioned. Multi-tasking is not that hard, is it?

  2. The only subject NOT addressed by authority that NEEDS to be addressed is government excess: The need to reduce government's size and scope.

  3. recycling e-waste i suppose needs to be addressed by all of us. it is an interesting topic and because of the quicker obsolesence rate of electronic items every body wants to discard the older models and buy the latest technology. thus e-wastes are assuming big proportions. another thing is that the e-wastes contain a lot of heavy metals and if not recycled properly, this may create environmental hazards.

  4. Fines for littering have been around for years.

In many states, there are fines for talking on cell phones while driving.

    Many citites offer curbside recycling.

How much more "addressing" by authorities do we need? It's the individual who needs to make the effort; and probably they do as to what they feel is important to them.  Personally, I recycle and I do not litter; but I do talk on my cell phone while I drive because I am a sales rep and spend most of my day in my car. (but I do use an ear phone)

  5. littering, wasting food, drugs, steroids, smoking, and violence in real life, music, movies, and video games too. They are all bad for the environment. Banned all of those things that will be awesome.
